- Preheat your oven to 375°F (190°C) and grease a 9x13-inch baking dish with olive oil or non-stick spray.
- In a large skillet, heat olive oil over medium heat. Add ground beef and cook for 5–7 minutes until browned. Drain excess fat.
- Add chopped onion and minced garlic to the skillet. Sauté for another 3–4 minutes until onions are soft.
- Spread cooked beef and onion mixture in the baking dish. Layer with thinly sliced potatoes, overlapping slightly.
- Season potato layer with salt, pepper, Italian seasoning, and paprika.
- Sprinkle shredded cheddar and Parmesan cheese over potatoes. Pour beef broth around edges, optionally drizzle with milk.
- Cover with aluminum foil and bake for 30 minutes, then remove foil and bake for an additional 15–20 minutes.
- Let it cool for a few minutes, garnish with parsley if desired, and serve.
