- Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking pan.
- Combine German chocolate cake mix, eggs, vegetable oil, and water in a mixing bowl and mix until smooth.
- Pour half of the batter into the baking pan and bake for 15 minutes or until partially set.
- In a saucepan, melt Kraft caramels, butter, and evaporated milk over medium heat, stirring continuously.
- Remove the first layer from the oven, pour caramel mixture over it, and sprinkle chocolate chips and pecans on top.
- Pour the remaining batter over the caramel and toppings, smoothing it out, and bake for an additional 20 minutes.
- Allow the cake to cool in the pan for at least 30 minutes before frosting.
